To SEDEF: export ships and know-how. Gates still waiting Mrs. Chacón

The design of the new ships must be proven and already built and in service with other navies, it would however be adapted to fit with the BN's requirements. It is expected that the ships will be built in Brazil by a foreign shipyard in association with a local privately owned Brazilian shipyard.

Adm Deiana said: "This model considers a single main contractor. It should be noticed that the model conceived for the procurement implies the mandatory association between a designer that has already built the ship and a future Brazilian builder, in order to assure the transfer of technology to build the new class of naval vessel. "Considering the complexity of this type of vessels, the navy might accept that the first unit may be built abroad. Meanwhile, a Brazilian shipyard - preferably BN's Arsenal de Marinha do Rio de Janeiro - will be prepared to build the following units," he added.

The BN's specifications for the escorts include a displacement of 6,000 tons, operations in SS6, maximum speed of 26 kt, range of 5,400 n miles at cruising speed, mission endurance of at least 30 days, a hangar for two 11-ton helicopters and space for two rigid-hull inflatable boats. Weapons systems must include a 127 mm naval gun, two 20 mm cannon, anti-aircraft and anti-surface missile systems, a lightweight torpedo system and point defence system. Sensors should comprise a 3D surface search and air surveillance radar, two surface search radars, navigation and surface search radar, mid/low-frequency hull-mounted sonar and an electro-optical fire control system.

Adm Deiana told Jane's on 3 June: "The new class of escorts will not immediately substitute the existing frigates, since they still have a considerable operational life, up to the year 2020. The Niteroi-class frigates have already been modernised and the Greenhalgh-class are now under a modernisation programme as well." BN plans include the creation of a second fleet, which would be based at a large multipurpose naval base as near as possible to the mouth of the Amazon River, that would require an increase in ship procurement.

Passage exercises with the German and Spanish navies are also considered significant as manufacturers in these countries are lining up bids for IN procurement programmes, including the construction of seven frigates (one overseas and the remainder in India), six submarines and a landing platform dock ship. Spain's state-owned shipbuilder, Navantia, has been raising its profile in India with the recent four-day visit of the Spanish Navy frigate SPS Blas de Lezo to Mumbai as a precursor to bidding for the IN's proposed projects.
